Simple Stat Reduction for Food Decay (version 1.0) - Stats reduce when hungry or thirsty

So as the title says this is a really stupidly simple modification of the FoodDecay.cs file. Essentially with this players receive a reduction to their stats when their hunger falls below 10 and again when it falls below 5. Everything is based on percentages so it's impossible to kill a player by being hungry (it just weakens them). Other notes, this is meant to mimic real life hunger so you don't gain the stats back immediately after eating, you have to wait until the food digests (food decay...
