how do i get it so i can rais my skills over 100 and have a titel like ever new 10 skill points :?: :!:

While RunUO does support customizable per-skill caps, there's currently no ingame way to edit those. You could write a script:

[code:1]somePerson.Skills[SkillName.Magery].Cap = 120.0;[/code:1]

Skill titles should be working properly, are they not for you?

sure titels are fine i ment after 100 skill points how i get in new titels
